Vision

Appoint Strategic Team

The Strategic team consists of consultants from a number of different disciplines the extent of which is determined by both the scope and complexity of the property strategy or feasibility study and also the in-house capability and/or resource availability.

The appointment of a lead adviser in the first instance will provide the advice needed to determine which appointments may be necessary. The lead adviser should be able to procure and assemble the required team.

These appointments do not commit an institution to working with these team members to procure the preferred option arising from the feasibility study. A separate appointment process can be followed in this respect.

The following are typical consultant appointments:


Lead Adviser

A lead adviser will assist the college to establish an overall strategy, procure specialist consultants, manage programme and assess and manage risk. The duration of their appointment can run from the initial concept through to occupation or can be for specific phases of the process e.g. feasibility study, capital application etc. A detailed knowledge of the LSC capital application process, construction and property development are essential.


Educational Consultant

An educational consultant can be appointed to assist in development of an educational case.


Architect

An architect will be required to support a number of aspects of a study, including theoretical space modelling, options generation, initial planning advice and master planning. A detailed knowledge of FE design parameters and LSC space norms are essential.


Cost Consultant

A building cost consultant/ Quantity Surveyor will be necessary to prepare cost estimates and elemental cost breakdowns for options generated. A detailed knowledge of LSC cost benchmarks, eligible and non eligible costs and cash flow forecasting are essential.


Financial Advice

A financial adviser may be necessary, if this expertise does not exist in-house, to produce the financial forecasts, identify necessary funding, establish affordability and carry out value for money (NPV) calculations. A detailed knowledge of the LSC financial forecasting and NPV models is essential.


Building Surveyors

The college is required to provide current 10 year Planned Maintenance Programme (PMP), Fire Risk Assessment, Access audit and other relevant surveys e.g. asbestos to assess their current liabilities. A Building Surveyor should be appointed to provide the above where not available or out of date.


Chartered Surveyors

A chartered surveyor may need to be appointed to undertake site valuations, alternative site searches and to deal with any land acquisition and disposal. Local property market knowledge is required.



Geotechnical Engineer

In the case of any potential site hazards e.g. contaminated land etc, the college may required to appoint a consultant to undertake a desktop study or possibly an intrusive survey to establish site constraints.



Planning Consultants

An architect can undertake consultation with the local planning authority but in the case of complex planning matters, a planning consultant may need to be appointed.



CDM Co-ordinator


The college may need to appoint a Health and Safety coordinator to advise on all H&S Matters in accordance with new 2007 CDM regulations which come into place on 6th of April 2007.


Legal Advice

The college may need to appoint solicitors to address specific legal issues e.g. conveyancing.


Land Agent

The college may need to appoint a Land Agent to advise on the potential for acquisition or disposal issues. This may include compiling a land or property search to identify availibiliy.
