Feasibility design process

Required Tasks & Outcomes

The tasks and outcomes required by the Feasibility Design are summarised below:

Strategic Brief

This will include an Design Statement identifying fundamental design objectives relating to:

· education delivery, flexibility & adaptability

· aesthetics, identity and brand, external environment and landscape

· structure, environmental performance and sustainability

· access, safety and security

· materials, durability, maintenance and, economy

Summary of Stakeholder Consultations

This will record the visions and aspirations of the stakeholders and the methodology used during the consultations process. The document should be broken down into curriculum and departmental areas and may include spatial relationship diagrams, schedules of accommodation and a written interpretation of user requirements.

Town Planning Report

This will identify relevant Planning Policies and will summarise the planning opportunities and constraints associated with the site. The initial consultation with the Local planning Authority (LPA) will also be recorded. The report should establish the extent of consultation during future stages of the project and any special reports or surveys that will be required to support a Planning Application.

Surveys

Some survey work such as topographical surveys will be required at the beginning of the Feasibility Study.

Environmental Reports

This report will summarise sustainable design options and will recommend a strategy for the integration of the mechanical & electrical services into the design of the building.

The report should also include the initial stages of an assessment of the buildings environmental performance. BREEAM (BRE Environmental Assessment Method) is the most widely used environmental assessment method.

Space Budget

The Space Budget is an expression of the Gross Internal Area (GIA) of the college, calculated sing the Guided Learning Hours (GLH) and any grown for the relevant site. The Space Budget should be broken down into curriculum and departmental areas.

Masterplans

Architectural layouts and visualisations will be produced to illustrate how the college could be developed. The design will take into consideration the Strategic Brief, consultations with Stakeholders and the LPA, Environmental and engineering strategy and will be based on the Space Budget. The design should also consider phasing and maintaining an operational College during construction.

Risk Register

At this stage of the design process it will be possible to identify most if not all risks associated with the proposed development, however, survey or design information will not be available to eliminate these risks. It is important therefore to provide a Risk Register, the impact of these risks can then be recorded within the full Feasibility Study.
